Indianapolis man facing 10 charges after fleeing police

HANCOCK COUNTY — An Indianapolis man who fled from the New Palestine Police Department (NPPD) and confined three children during a SWAT incident on Dec. 29 was officially charged with 10 crimes late last week.

Rickey S. Williams, 25, 600 E. 39th Street, has been charged with a Level 2 felony count of dealing methamphetamine, a Level 3 felony county of possession of methamphetamine, a Level 4 felony count of dealing a schedule II controlled substance, three Level 5 felony counts of confinement where victim is under 14 years of age, a Level 6 felony count of possession of a controlled substance and three different Class A misdemeanor counts of resisting law enforcement and the unlawful carrying of a handgun.

After the case was placed on a 72-hour hold, Williams had an initial appearance in Hancock County Circuit Court on Friday where Judge Scott Sirk set a $100,000 cash bond. Williams is slated to be back in court March 7 for a pretrial conference.

According to a probable cause affidavit, an official from the NPPD was on patrol Dec. 29 looking for Williams who had fled from police a week earlier on Dec. 22, 2023 while in Hancock County. Williams, who had a warrant out for his arrest, was known to be in contact with a woman, Keely Renee Tackett, who lived in the area of Anderson Street and Walnut Streets in New Palestine, officials said in the report.

On Dec. 29, 2023, the law enforcement official noticed Tackett, who had ties with Williams, was driving a vehicle and had passed the official. The official was able to identify Williams as the passenger in the vehicle, the affidavit said. The official observed the vehicle make a couple of erratic moves near 42 East Main Street in New Palestine, so he caught up with the vehicle and initiated a traffic stop, the affidavit said.

During the traffic stop, the official, who has 23 years of police experience, noted he smelled marijuana coming from the vehicle and asked the driver, Tackett, who had gotten out of the vehicle, to get back inside. The official noted he decided to approach the vehicle from the passenger side and asked the passenger, identified as Williams, to lower his window and put his hands were he could see them, and when Williams did the official was able to positively identify him, the official noted in the report.

After asking Williams to step out of the vehicle, Williams did so, but while getting out he immediately took off running, the affidavit said.

By this time, officials from the Hancock County Sheriff’s Department were on the scene and followed Williams, who went to the woman’s apartment on N. Anderson Street in New Palestine. Tackett told officials she’d left the door of her apartment unlocked and stated her three sons were inside the the apartment.

Since Williams was inside with the three kids and would not come out, officials from the County’s Joint Tactical Team were called. Williams eventually came out peacefully after a lengthy standoff, the affidavit said.

A search of the vehicle where Williams was sitting led police to find narcotic drugs which field-tested positive as methamphetamine, the affidavit said. Officials also found a handgun and a container with Oxycodone pills inside.

In addition to the 10 charges Williams is facing from that incident, he also has the other case from Dec. 22, 2023 in Hancock County Superior Court 2. In that case, Williams has been charged with six different crimes including a Level 6 felony count of resisting law enforcement and four different misdemeanor driving charges.

Following an investigation, Tackett was arrest Friday. She faces a Level 3 felony count of possession of methamphetamine, a Level 6 felony count of possession of a controlled substance and a Class B misdemeanor of false informing. She made her initial hearing Monday in Hancock County Circuit Court where Judge Scott Sirk set a $10,000 cash bond.
