Developer seeks annexation for 188 lots

GREENFIELD — A developer wants to annex land near Greenfield Central Junior High School that’s being eyed for nearly 200 new homes.

Forestar Group Inc., a residential lot development company based in Arlington, Texas, is behind the effort for 188 single-family lots on almost 63 acres west of Franklin Street between McKenzie Road and McClarnon Drive. The site is just south of the school and across Franklin Street from the Hancock County Public Library.

Melissa Garrard, entitlements manager with Forestar Group’s Midwest Division, told Greenfield City Council members earlier this week that the firm does not build homes, but develops lots and sells them to builders. Forestar has a relationship with D.R. Horton, a home builder also based in Arlington, but it doesn’t necessarily mean the builder will construct the homes in the proposed subdivision. D.R. Horton will have a right to 50% of the lots in the first section, however.

“But we have interest from a lot of other builders in the Indianapolis market, so it could be any number of them,” Garrard said.

The subdivision will include a mix of single- and two-story houses as well as a playground and picnic shelter.

The city council unanimously approved an ordinance on the annexation.

“This is on first reading,” Mayor Chuck Fewell said. “There’s a lot to be done prior to this … and there’s a lot to look at before we would approve the final document.”

The Greenfield Advisory Plan Commission on June 14 will consider Forestar Group’s request to rezone the property to a residential zoning classification similar to the one it has with Hancock County. The council will hold a public hearing for the annexation at its June 23 meeting. Both meetings are at 7 p.m. in the council chambers in City Hall, 10 S. State St.

“This project is on the fast track,” Garrard said, adding Forestar Group hopes to break ground this fall and see houses start to go up next spring.
