Bid OK’d for new animal shelter

GREENFIELD — The Greenfield Board of Works has approved a bid for the construction of the city’s new animal management building and will spend approximately $4.2 million to build the new facility.

The winning bid came from the firm F.H. Paschen, S.N. Nielsen & Associates of Chicago. The bid was the lowest out of a total of eight that the city considered, an unusually high number of bids for a construction project. Other bids ranged from $4.3 million to $4.9 million.

The bid was higher than the architect’s estimated cost for the building — approximately $3.8 million — but the city council had authorized spending up to $5.5 million. Greenfield Mayor Chuck Fewell said he was happy with the bid amounts for the project.

The project has a substantial completion date of Feb. 17, 2022.

Greenfield is paying for the project using lease financing. A newly created entity, the City of Greenfield Building Corporation, will own the building and the land where it is located until it is fully paid for by the city through a lease-to-purchase structure. By the terms of the resolution passed by the city council, the annual lease for the building cannot exceed $442,000.

The new building to be located on South Franklin Street, will be about 13,000 square feet and will include amenities missing in Animal Management’s previous facility, which was demolished to make room for the city’s new wastewater treatment plant.
