DETROIT — The nation's top transit official has joined business, city and state leaders for a ceremony celebrating the public-private partnership behind Detroit's $140 million streetcar project.

Transportation Secretary Anthony Foxx delivered the keynote Monday at a track signing event at Grand Circus Park.

The 3.3-mile M-1 Rail project is designed to link downtown Detroit to the city's New Center area. It's scheduled for completion in 2016 and will have 16 curbside and four median passenger stations.

Backers say it also is expected to spur economic and job growth along the Woodward Ave. corridor.

Foxx says the project will "do wonders to transform inner city Detroit."

The federal government announced a $12 million grant last week to help complete the rail line.
