Grand jury declines to issue indictment in police shooting in Richmond last year

RICHMOND, Kentucky — A Madison County grand jury has declined to indict anyone in the death of a man who was shot by law enforcement officers last fall.

Kentucky State Police released the grand jury report Wednesday saying that the panel heard testimony from the state police investigator, an eyewitness and medical and firearms experts in the death of 29-year-old Jesse Aaron Gibbons on Sept. 13.

The Lexington Herald-Leader and The Richmond Register reported that state police said earlier that officers from the Lexington police department, Madison County sheriff's office and state police were involved in the shooting. The names of the officers have never been released, and no charges were filed against the officers before the grand jury heard the case.

The Herald-Leader said Gibbons had allegedly assaulted a police officer in Lexington and was chased to Richmond, where he was shot.
