CUMBERLAND — After a hostile standing room-only crowd voiced its shock over a proposed 60 percent water rate increase, members of the Cumberland Town Council were left Wednesday wondering what to do next.
On one hand, Gem Utilities – which the town bought in 2010 – can’t operate in the red as a public utility.
On the other hand, it was loud and clear the impact such a rate hike would have on the utility’s 550 customers.
