Reaching for the stars: Kelly Mills meticulously works in the field of stars on a large mural of an American flag painted on the side of the one of the buildings in the Center Street Shoppes complex. Mills, a sister-in-law to owner Eric Spicer, came up with the idea for the colorful display and hoped to have it ready for the July 4 holiday. A flag mural is just one of many paint schemes to be found at the new Shoppes on Center Street.

The shops, which have been shuttered for several years, have been given new life by their new owners, Eric and Kris Spicer, who this week got the green light from the city on plans to reopen the complex of shops just west of the downtown district along the Pennsy Trail. City officials were pleased the area is set for redevelopment.

The Spicers will play host an outdoor craft beer festival on the property during the Riley Festival.
