Hoops rule regarding contact expanded

According to the IHSAA website, the rule that prohibits excessive contact in high school basketball has been expanded to include all ball-handlers on the court, including post players.

This revision as well as a new signal for officials were recommended by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its meeting April 20 to 22 in Indianapolis. Both changes were approved by the NFHS Board of Directors.

Last year, the rules committee added the contact rule in order to eliminate excessive contact on ball-handlers and dribblers outside the paint. Beginning next season, the rule will expand to cover any ball-handler.

The new iteration of the rule states, “A player becomes a ball-handler when he/she receives the ball. This would include a player in a post position.”

According to the NFHS rulebook, the acts that are considered a foul when committed against a ball-handler are “a) placing two hands on the player, b) placing an extended arm bar on the player, c) placing and keeping a hand on the player and d) contacting the player more than once with the same hand or alternating hands.

The rules committee also approved a new signal for referees to use after a basket is made and when play is stopped. Officials will use the signal to inform a team in-bounding the ball whether their player can run the baseline. Officials also will use the signal to restart play when timeout is called or an injury occurs after a basket is made.
